Workshop balancing regime
GTS is currently working on a new balancing regime in the Netherlands, targeted for 1 January 2010.
In the fourth quarter of 2007, we consulted our shippers and other interested parties about this topic. At the same time we started discussions with the representative organisations (including VEMW and LTO/Glaskracht) , the Ministry of Economic Affairs and the Office of Energy Regulation (Energiekamer). At the meeting of 29 August 2008 it was decided to proceed with a model (reference case) outlining the following key elements of a new balancing regime: a transportation program, online balancing information, imbalance market and emergency measures.
As a next step in the process we would like input from all the relevant market players. We will organise workshops in October and November to which we will invite shippers and end-users. The aim of the workshop is to discuss the reference case. There are still several issues to be resolved on which we would like to hear the markets´ opinion.
